The NFL has fined Philadelphia Eagles cornerback Dominique Rodgers-Cromartie $21,000 for his hit on quarterback Byron Leftwich in the preseason opener.

Rodgers-Cromartie was flagged for a 15-yard roughing-the-passer penalty after striking the Pittsburg Steelers backup in the head and neck in Thursday’s game.

The league said Rodgers-Cromartie struck Leftwich in the head and neck area and the league considered Leftwich a defenseless player.

Illegal hits drew a $20,000 penalty last season. A league spokesman told NFL.com that Rodgers-Cromartie was fined $21,000 as the result of Article 46 of the collective bargaining agreement, which states minimum fines will increase by 5 percent with each new league year under the CBA.

Rodgers-Cromartie told PhillyMag.com last week that he didn’t think he would be fined and said there was “no question” in his mind that the hit on Leftwich was clean.
